ooohh, I know how you feel. TVP doesn’t exactly have the most traditional tools like other art programs have. I shall try to help! Keep in mind though that I have TVPaint 8, so my tools and stuff are a bit different.
I’m not sure what would be causing that problem with your custom brushes! Are you sure you saved the brush in your own panel? Did you select ‘grab current tool’ or ‘grab current tool with colours’? It usually saves an icon that looks sort of like the brush that you saved; does it look like your brush? Haha sorry, I’m asking a bunch of questions because I honestly don’t know what the problem could be here!
I do know what to do about the transformations and whatnot though, so here we go! To move a whole drawing in a frame, you have to use this tool:

It automatically has it set to “Warp” which is a weird setting because if you move your drawing out of frame, that side will appear on the other side of your canvas. I always just reset it to “Shift” so that it doesn’t do that.
To resize your frame, you use this tool:

TVPaint doesn’t keep the best quality if you’re scaling or rotating your image though, so I only ever use this with my super rough animations.
Now, to do this with a selection… I uh… Haven’t really figured out how to do that. The only way I’ve found around this is to make a selection and copy/cut it to a brush and go from there. Which is more hassle than it’s worth, honestly. It’s easier to just redraw whatever it is you need to change (and good practise, too!). But if you want to know how to make a brush from a selection, here ye go:

Use the any one of the selection tools to select whatever, then you can either copy or cut your selection to a brush. From there, your brush tool options will pop up but before you start messing with those, you have to go back to the select tool and click the ‘Clear’ button to deselect. Ctrl+D won’t work here. You might be able to make a shortcut for that though… Yeah you can!! If you go to the hotkeys, the deselect command is under ‘Shape Select: Clear’.

I haven’t used the brush selection thingie in a while, this is fun.
